LA PIRÁMIDE DE LA CALIDAD

La gestión de un proyecto, bajo el enfoque del PMI, nos dice que los gerentes a menudo hablan de una triple restricción: 1). Cuánto va a costar el proyecto (COSTO), 2.) Cuánto va a durar el proyecto (TIEMPO), 3.) Cuáles son las características y funciones del producto y qué trabajo debe hacerse para entregar este producto (ALCANCE).
EL TRIÁNGULO DEL PROYECTO
Estas tres restricciones constituyen el denominado Triángulo del Proyecto. Cada lado representa a uno de estos factores.
Este triángulo, así formado, nos evidencia la relación de dependencia que existe entre los tres factores, es decir, si un lado cambia y queremos mantener la superficie de la figura, los otros dos también se modificarán. Por ejemplo: si se reduce el presupuesto del proyecto (costo), es probable que necesitemos hacer algún ajuste en el producto que vamos a entregar o en los trabajos implicados en su producción (alcance) y esto redundará en alguna modificación de la programación (tiempo).
EL NIVEL DE CALIDAD
Adicionalmente a estos tres factores, aparece un cuarto elemento que es la calidad, que es la resultante del grado de cumplimiento de los otros tres factores. Esto define el nivel de calidad.
En el tema de la calidad, al igual que en el de los alcances, también podemos diferenciar entre lo que significa la calidad del producto y la calidad del proceso.
La calidad del producto es relativa, ya que depende de las expectativas del cliente. Cada perfil de cliente tiene más o menos las mismas necesidades, pero diferentes deseos y valores (estos dos últimos son fuertemente influenciados por agentes externos, tales como el marketing, la cultura, la coyuntura, etc.). Por eso, cuando definimos los alcances del producto, requerimos adecuar sus características y funciones a las expectativas y al uso del cliente final o del mercado meta.
La calidad del proceso implica ejecutar la producción de la manera más eficiente posible, optimizando los trabajos que generan transformación, disminuyendo los que solamente contribuyen a ésta y tratando de eliminar todos aquellos procesos que generan pérdidas (filosofía Lean).
Por otro lado, cuando definimos el alcance del proyecto, requerimos especificar sólo el trabajo requerido. Esto nos permitirá controlar y diferenciar lo que está o no está incluido en el proyecto.
LAS TÉCNICAS Y HERRAMIENTAS
Para trabajar los alcances del producto, existe una herramienta muy apropiada denominada QFD, propuesta por Yoji Akao, y que consiste en elaborar una matriz que ayuda a capturar la voz del cliente y traducirla en la voz del diseñador. Para garantizar su cumplimiento durante la ejecución, nos podemos apoyar en las acciones del QC (Control de calidad del producto mediante la inspección).
Para trabajar los alcances del proyecto, podemos usar los mapas mentales propuestos por Tony Buzan, metodología que nos ayuda de una forma lógica y natural a elaborar el EDT (Estructura descompuesta del trabajo), herramienta fundamental sugerida por el PMI y que consiste en elaborar una especie de árbol o diagrama donde se visualiza, en diferentes columnas, la descomposición del trabajo que vamos a realizar. Cada columna debe terminar con entregables claramente definidos. Para garantizar su cumplimiento, nos podemos apoyar con las acciones del QA (Aseguramiento de la calidad mediante la prevención).
CONCLUSIONES
Podemos concluir que todos los involucrados en el sector construcción nos preocupamos mucho por los factores costo y tiempo, pero no le damos el mismo interés al alcance, elemento que al no ser explícitamente definido, genera frecuentemente grandes problemas y controversias. El grado de cumplimiento de estos tres factores nos proporciona el nivel de calidad alcanzado en el proyecto.
