METODOLOGÍAS ESTÁNDAR DE GERENCIA DE PROYECTOS

Hace algunos años, como parte de una tesis, hicimos una encuesta a 50 gerentes de diferentes empresas constructoras; las preguntas eran:
La respuesta a la primera y segunda pregunta era totalmente afirmativa, pero a la tercera y cuarta pregunta, luego de titubear, el 90% terminaba aceptando su desconocimiento. Actualmente, en el mundo existen muchas metodologías de gestión, en su mayoría aceptadas, algunas más conocidas que otras. En este artículo, expondremos en forma muy resumida los conceptos globales de tres de ellas:
El enfoque del PMI
El Instituto de Gerencia de Proyectos, PMI (Project Management Institute), nos dice que un proyecto se puede descomponer en pequeñas partes, cada una de las cuales tiene unas entradas, un proceso y unas salidas. Entonces, el enfoque de este instituto es descomponer un proyecto en una red de procesos, cuyas entradas, salidas, técnicas y herramientas están plenamente identificadas y conectadas, de tal manera que se hace una gerencia sobre una cadena planificada y controlada de procesos. Estos procesos se ubican dentro de una matriz de cinco grupos: Inicio, Planificación, Ejecución, Control y Cierre, que para ser gestionados requieren de diversos conocimientos que se agrupan en nueve áreas: Integración, Alcances, Tiempo, Costo, Calidad, Adquisiciones, Recursos Humanos, Riesgos y Comunicaciones. Adicionalmente, para el sector construcción, se han propuesto cuatro áreas más: Seguridad, Medio Ambiente, Controversias y Finanzas.
El enfoque del Lean Construction
El Instituto de la Construcción sin Pérdidas ILC (Institute of Lean Construction), considera que luego de una entrada, el proceso no es tan directo como una simple transformación que entrega un resultado, sino que existen muchas otras actividades inherentes denominadas flujos, que generan desperdicios como: transporte, esperas y trabajos rehechos, que no agregan valor al cliente.
La filosofía de gestión propuesta por este grupo, se basa en maximizar el valor para el cliente, minimizando lo más que se pueda las pérdidas de recursos; para ello, recomienda diferentes técnicas y herramientas que se enfocan en la información extraída del último planificador, de manera tal que aquello que realmente se llega a hacer es un resultado optimizado de lo que se debe hacer contra lo que se puede hacer.
El sistema nos dice que para entregar un proyecto sin pérdidas, debemos considerar cinco fases: Definición del Proyecto, Diseño, Abastecimiento, Construcción y Uso, y para gestionar estas fases se proponen 11 módulos agrupados en tres para cada fase (traslapados sobre los terceros): Necesidades y Valores, Restricciones, Diseño Conceptual, Diseño del Proceso, Diseño del Producto, Ingeniería de Detalle, Compras y Logística, Construcción, Pruebas y Entrega, Operación y Mantenimiento y Alteraciones; considerando además tres módulos que corren a lo largo de toda la gestión: Control de Producción, Estructuración del Trabajo y Evaluación Post Ocupación.
El enfoque del Instituto Goldratt
El Instituto Goldratt, AGI (Avraham Goldratt Institute), propone su Teoría de Restricciones, cuya filosofía considera que la gestión de una empresa es un flujo de actividades que corren como por diferentes tuberías ubicadas ya sea en los proveedores, dentro de la empresa o en el mercado. La visión completa del AGI propone, además, algunas técnicas y herramientas, denominadas procesos de pensamiento, unos indicadores de gestión y de operación, algunas soluciones logísticas y un grupo de preguntas necesarias y suficientes.
Como hemos podido ver, cada una de estas metodologías tiene un enfoque diferente; sin embargo, no debemos considerar que una u otra es el mejor, sino más bien tratar de entender el enfoque de cada una, estudiar sus técnicas y herramientas y decidir qué se adapta mejor a nuestros proyectos. En los siguientes boletines, trataremos con mayor amplitud algunos conceptos, técnicas y herramientas de estas metodologías.
